About Solution

Introduction:

I am one of the officers of the Philippine government that deals on health insurance, a government owned and controlled corporation, which caters on health insurance of the Filipino people and Philippine residents regardless of their walks-of-life: employed, self-employed, overseas workers, senior citizens, retirees and Indigents.

I have been with the corporation for almost 20 years, and that is also the number of years I hear, feel and see the plights of Indigenous People (IPs). I am thinking of how to help these people in order to minimize the burden of the government. I am given a gift of knowledge by the Almighty Father, which I will use to lessen poverty or hunger.

I am also a member of an organization, which is called as the “Mindanao Indigenous Peoples Conference for Peace and Development (MIPCPD)” and “United Subanen for Advancement and Development (USAD).” My tasks are to find ways to alleviate the economic life of the IPs and to support them in all administrative matters.

Background of the Proposed Project:

About half of the province of Zamboanga del Norte, Philippines’ land area is devoted toagriculture: rice, coconut and corn are the major crops. The province is also rich in marine and mineral sources. Its fish production has accelerated through the development of fishponds and commercial fishing has steadily increased through the years.

The province of Zamboanga del Norte was once dubbed as the poorest province of the Philippines. This is through the study conducted byNational Statistics Coordination Board (NSCB) in 2006 with apovertyincidence rate of 64.6%, an increase from 47% in year 2000 statistical figures. Despite its rich and sea and land resources, it is still the poorest province incident rate of 64.6%.

Proposals:

To address the challenge I have to do the following:

1. 1.Organize a Non-Profit Organization for IPs farmers through the Department of Labor and Employment (DOLE) or Cooperative Development Authority (CDA);

2. 2.Look for public land to be tilled by the members of the organization through the Department of Environment and Natural Resources (DENR) and Department of Agrarian Reform (DAR);

3. 3.I will implement the 3Cs (Coconut, Cocoa & Corn) program of the Philippine Coconut Authority (PCA);

4. 4.Coordinate with Technical Education and Skills Development Authority (TESDA) to train the farmers on how to have finished products of 3Cs;

5. 5.Coordinate with private entities, which will buy a higher price of coconut, cocoa and corn;

6. 6.Train the farmers to be independent and not solely dependent to government for support;

7. 7.To enroll/register them to the social security programs (PhilHealth for health insurance; Social Security System for sickness, emergency loan & pension; & Home Development Mutual Fund for housing loan) of the government;

8. 8.To replicate your generosity, I will mandate the mandatory deduction of 10% to the annual net income for charity work. Philippines is one (1) of the most visited countries of natural calamities every year. Thus, we will use the money for charity work in the affected areas; and

9.Inculcate to farmers the mindset of generosity.
